1、 Extend the application time and cashing time of innovation voucher in 2019

1. Extend the application time. The deadline for applying for innovation bonds in 2019 will be extended from 17:00 on May 20, 2020 to before 17:00, June 30, 2020. At that time, no application information will be accepted, and the unused innovation bonds will be automatically voided.

2. Extend the deadline for cashing applications. The deadline for the payment of innovation bonds in 2019 will be extended from 17:00 on May 31, 2020 to 17:00 on July 10, 2020, and will not be accepted if it is overdue.

2、 Implement the policy of cross regional "universal cash exchange" for innovative bonds

In accordance with the requirements of the notice of the general office of the State Council on promoting the third batch of innovation related reform measures (GBF [2020] No. 3), establish a cross regional "universal cash exchange" policy coordination mechanism for innovation vouchers in 2020, and provide relevant services for SMEs in our province to purchase innovation vouchers outside the province (they must be innovation vouchers service institutions recognized by local science and technology management departments) If the service is provided by qualification certificate, it can be cashed according to the scope and standard of innovation voucher support service stipulated in the administrative measures of Heilongjiang Province on science and technology innovation voucher (Trial Implementation) (heikegui [2019] No.7).

3、 Further clarify the scope of innovation voucher support services

In view of the problems and related situations of enterprise consultation in the process of applying for and cashing innovation vouchers, the scope of innovation voucher support services stipulated in the administrative measures for science and technology innovation vouchers of Heilongjiang Province (Trial Implementation) is further clarified as follows:

1. Technology transfer services. Support enterprises to carry out innovation activities by signing "four technology" contracts, such as technology transfer (license), technology development, technical service and technical consultation (technology contracts with national unified registration number shall be provided).

On intellectual property services. Support enterprises to purchase services such as intellectual property agency, intellectual property retrieval and analysis from service agencies in the process of applying for intellectual property rights. Patent transfer and purchase services are not supported. (the service agency shall be an institution with corresponding intellectual property agency qualification, and shall provide the certification documents of the State Intellectual Property Office or the intellectual property institution at or above the provincial and municipal level; the retrieval analysis shall also provide the retrieval report issued by the third-party retrieval institutions such as STN international online search and patent retrieval Consulting Center of the State Intellectual Property Office.)

4、 Support object and scope

Heilongjiang province's "innovation voucher" supports small and medium-sized enterprises in Heilongjiang Province, as well as enterprises newly established by college graduates in the first half of 2020. Subsidies will be given to enterprises to purchase scientific and technological resources related to scientific and technological innovation activities, as well as services such as research and development, inspection and testing, and opening and sharing of large-scale scientific research instruments.

5、 Subsidy standard and duration

Subsidy standard:

In 2020, we will increase the proportion of innovation voucher subsidies for small and medium-sized enterprises that contribute to employment. For the enterprises that have completed the purchase of science and technology services and the enterprise service institutions that provide science and technology services, if the number of new employees in the first half of 2020 exceeds 5% of the total number of employees at the end of 2019, the actual cashing proportion of the amount of service purchased by the enterprises purchasing the technology services in 2020 will be increased from 50% to 75% and 85% respectively, and the total number of employees of both enterprises will increase by 5% %For those above, the cashing ratio will be increased to 90%. Among them, the maximum subsidy fund for purchasing research and development services will be increased from no more than 100000 yuan to 150000 yuan, 170000 yuan and 180000 yuan respectively; for the purchase of scientific and technological resources, inspection and testing services and large-scale scientific research instrument open and shared services, the maximum subsidy fund will be increased from no more than 30000 yuan to 45000 yuan, 50000 yuan and 54000 yuan respectively.

Enterprises that purchase science and technology services and enterprises that provide scientific and technological services without new employees shall still be paid according to the original subsidy policy.

Implementation period and implementation standards: from January 1 to December 31, 2019, science and technology services purchased with innovation vouchers shall be subject to the original standards of innovation vouchers; those purchased with innovation coupons from January 1, 2020 to October 31, 2020 shall be implemented according to the adjusted standard, and the upper limit of subsidy shall be calculated by year. After the enterprise applies for the subsidy of innovation voucher in 2019, it will not affect the re application and cashing of 2020 Innovation voucher.

During the period from January 1, 2019 to December 31, 2019, all small and medium-sized enterprises that have purchased services such as intellectual property agency, intellectual property retrieval analysis and technology transfer from regular service agencies with agency qualification in the process of applying for intellectual property rights shall contact with service agencies to apply for and redeem innovation vouchers before 17:00 on June 25, 2020.
